WASHINGTON, Feb. 24, 2010 - A week after announcing the temporary halt of the Defense Department's Military Spouse Career Advancement Account operations, the head of the program assures participants with approved financial assistance that their enrollment will be unaffected.
"For those of you who have currently approved financial account documents, your documents will be honored," said Tommy T. Thomas, deputy undersecretary of defense for the Pentagon's office of military community and family policy. "We encourage those spouses who were in the process of developing their career plans to continue to do so."
The halt, announced Feb. 18, came as a result of an unprecedented six-fold spike in enrollments during January. Since the soft launch in March 2009, more than 136,000 military spouses have applied for the MyCAA program. Currently, 98,000 are enrolled in courses or have been approved for tuition assistance.
"These applications were overwhelming the system intended to support the program and almost reached the budget threshold," Thomas said. "We are looking to ensure the viability of this valuable program."
The overall program, including all procedures and financial assistance documents, is currently under review, Thomas said, adding that he expects to announce the program's long-term strategy soon.
The MyCAA program provides military spouses with opportunities to pursue portable careers in high-demand, high-growth occupations through training programs, job readiness counseling, and employment assistance.
While no new financial assistance applications are being accepted, counseling support will remain available at local installations. Spouses also can receive assistance using other government resources such as Military OneSource and the Post-9/11 GI Bill. Spouses are encouraged to continue to pursue career counseling and the development of their career training plans, Thomas said.

I was approved, and used close to half of the benefit for my first semester. I'm taking my midterms for that semester this week. Now that the program is halted, the remaining funds I'd been approved for but had not yet used are NOT AVAILABLE to me anymore. I was counting on those remaining funds for next semester, but they are gone. Tommy T. Thomas needs to get his story straight because, according to the MyCAA administrators, he is wrong.

They stated "For those of you who have currently approved financial account documents, your documents will be honored," this is true to a certain extent. Here's an example I am currently in Spring 2010 semester (3 classes) the financial assistance or approval was already requested prior to the "halt" these will be paid/honored. But if you already have a training plan with classes that have been approved (not paid for/ no FA requested) will not be paid for until they figure out what's going on. So if you have classes that you have not registered for and have not request payment through MyCAA site they will not pay for those. This is what was explained to me over the phone. Whichever way it's still a kick in the gut for the spouses who have already started and have remaining classes left, especially the ones like myself who do not get pell grants etc. I know that audits and evaluations can be done without stopping a program all together. I can securely say that this behavior counteracts what the president and the first lady is preaching.

Mr. Thomas was referring to the document you get each semester after you receive approval for the courses you want to take, not your entire educational plan or your MyCAA account overall. In this, he was accurate. I think the mistake they are making is in not letting us know or helping clarify what is happening, and not explaining what will happen in the future with this program. We heard a lot of rumors from our financial aid office at my college, and many people panicked because it was the first we had heard about it. Many of us are just waiting to hear what is actually going to happen to those of us who were already in and using the program. As another person commented above, many of us were really counting on these scholarship monies. I asked when I applied if this was money that would be earmarked to me no matter how long it took me to finish my plan, whether I relocated and changed schools, or whether I was taking one or six courses at at time and was told, "No, these funds are yours!" When they tell you it's yours, and you plan for that financially for future semesters and educational path, it hurts to see it may not be available. My husband is seriously thinking of transferring his GI Bill to me so I can finish my degree if this thing is going to be taken away from us. Not everyone has this option though, and some of my friends won't even be able to attend school anymore. :(

I was already in and using the program. As a matter of fact my first two classes were paid through MYCAA while I wait for Post 9/11 to kick in and it was supposed to continue to pay for my next few classes. Since it came to a halt so have my classes. I don't qualify for pell grants nor will I pull out another loan and I just completed my final week of my online class and am piddling my thumbs waiting for something to happen. This really stinks since we, as spouses are encouraged to take advantage of this and educate ourselves and when we do the Government pulls it away. Out of funding..well can we get a bailout loan since everyone else got a handout? Always worth asking..I just hope something comes about soon. And I sure hope this isn't going to be a continuing tresnd of supporting Military wives. Ana

Wow i have the same problem. I didn't realise that you had to do this manually every time you use your mycaa money and thought my tuition was paid but turned out it wasnt. i used it for my first semester and thought the second was paid. i found out a month after classes started and mycaa wont apply the balance left over to my classes. ive been withdrawn from school and am stuck holding the bag for 3300 dollars. dont have the money to pay school or mycaa back. ive never asked for a handout in my life, ever and the one time i need something i cant get it. i agree ana that they tell us to go to school...but there's nothing out there to help us. ill probably never go back to school and wont be eligible to use mycaa after next month because my husband will be out of the military. he was on deployment when i started. i just wanted to get my degree and graduate and make him proud since he makes me proud every day. i told my husband he's not re-enlisting because of everything that has happened since these experiences among others. before we got married i made more than him working at a convience store. how sad!

I am so glad the MYCAA is back up and running! And I didn't lose a thing or miss a beat, because I wasn't planning on attending school over the summer anyway. Thank God it is OK again before Fall semester begins, because I am transferring to university, which will cost a little more. I'm sorry to hear others have had more serious problems, but I must say this: you seriously cannot blame the MYCAA people if you were the one who messed up the process yourself. You would have to follow similar rules and procedures with any type of scholarship or grant. As for those who genuinely got caught up in the bad timing, if you aready had MYCAA, you still had it. And for those who haven't previously gotten it, you can apply now. Frankly, I'm still pretty happy that this is available, after 20 yrs of not having anything for spouses. As for the comment about making more by working at a convenience store, there are ways to make more money in the military, not just base pay and BAH. Rising through the ranks and seeking additional training, for example. My husband worked hard to get to the top of his field and has made the most money he could to provide for our family. He has had a very prestigious career. Being high school grads from families without college funds or any real wealth, military life has provided a good life for us. Also, I'm betting working at a convenience store doesn't get you health insurance for the whole family, triple digit life insurance, housing allowance, and the chance for a pension for life after just 20 yrs of service, not to mention anything like the GI bill and the MYCAA scholarship, plus all of the programs that are available for ourr kids.
